Power BI is a business analytics service aimed at empowering people and organizations with access to critical intelligence. There are licensing options for Power BI.
A Power BI license with free and Pro per-user license only uses a shared and limited capacity to process content. If content is stored in that shared capacity, users who are assigned a Power BI Pro license can collaborate only with other Power BI Pro users. They can consume content shared by other users, publish content to app workspaces, share dashboards, and subscribe to dashboards and reports. When workspaces are in Premium capacity, Pro users may distribute content to users who don't have a Power BI Pro license.

Premium Per User:Power BI Pro license capabilities, and also adds features such as paginated reports, AI, and other capabilities that are only available to Premium subscribers.

Premium Per User (PPU) includes allSharing experience - Users with difference in Pro Plus and other licenses might experience issues with sharing. The Pro Plus user who has content in Premium Per User capacity, sharing the content with Pro user might not be able to access the artifacts. They will be notified to upgrade to Pro Plus license or the initial Pro Plus user will have to deploy the content in workspace which is mapped to normal premium capacity and not PPU capacity.

If your PPU trial expires, you and your users will still have access to the workspace, but content that requires the license will be unavailable. You must then either move the workspace to a Premium capacity, or turn the requirement off.

What is Power BI Premium:

Power BI administration:
It is the management of the organization-wide settings that control how Power BI works. Users that are assigned to admin roles configure, monitor, and provision organizational resources.
There are several roles that work together to administer Power BI for your organization. Most admin roles are assigned in the Microsoft 365 admin center or by using PowerShell. The Power BI Premium Capacity and Power BI Embedded Capacity admin roles are assigned when the capacity is created.
